That means if you succeed in responding immediately to an opponent's claim or criticism, you are praised as "winning the debate", and if the opponent fails to argue back against your words at once, they are judged to have been "defeated". 

(日本文：すなわち，相手の主張や批判に対して瞬時に切り返す言葉が「論破」としてもてはやされ，相手がそれに対して間髪入れずに反論しなければ「論破された」と判定される，という光景だ。)
